Introduction. History and developement
“Gestión Ambiental Viveros y Repoblaciones
de Navarra S.A. (GAVRN)” is a company that belongs to
the Government of Navarra, and more exactly to the Department
of Environment. The autonomous administration uses this company
for developing and managing some of its environmental politics.
The staff consists of 110 employees, and 50 of them are university
graduated.
The company was created in 1982, and was called “Viveros
y Repoblaciones de Navarra S.A”, with two main functions:
• Manage the productionns of the trees for the forestry
restorations.
• Execute works of forestry restorations, selviculture
etc.
During the 80’s, the activity of the company started
growing in order to carry out gardening works in the roads
of the Autonomous Community, demarcations and adaptation
of protected places, forestry investigation, etc.
In the middle 90’s the Government of Navarra decides
on changing the name and objectives of the company, which
is recalled “Gestión Ambiental Viveros y Repoblaciones
de Navarra” man-taining in every moment its entirely
public character.
The objectives of the company then go in three different
ways:
• The spreading and the social promotion of the Environment.
• The management of habitats and ecosystems.
• The creation of a chain of “Places of Interest”,
within the programme “Red Natura 2003”.
In a third stage, that starts in the late 90’s, the
Administrations begins to entrust GAVRN some works related
to the management of protected spaces, financial helps, etc,
that constitute a new line of work for the company.
Activities
a.- Evironmental management and recovery in Public
Works.
It is a technical area structured in three different working
parties:
• Evironmental recovery of Public Works.
• Creation and improvement of green spaces and lay-by
areas.
• Management of green spaces, and lay-by and admittance
areas.
The investment during 2003 has been of 2.100.000 €.
b.- Forestry projects and works. During 2003, these
are the works that have been executed in the woodlands of
Navarra:
• Roadworks: 11 actions, with a budget of 533.700
€
• Other substructures: 10 actions, with a budget of
143.000 €
• Selvicultural works: 924 hectares (investment of
156.000 €).
• Reforestations: 615 hectares reforested and 979.500
€ invested.
c.- Support to the Plan of Rural Development.
Its main functions are the management of several subventions
and investments corresponding to the General Direction of
Environment of the Government of Navarra.
Five lines of financial helps are managed, with a total amount
of nearly 6.000.000 €.
d.- Biodiversity and impact of the environment.
This working party is the biggest in the company. It is composed
by 16 technicians dedicated to works of support for several
sections that belong to the General Direction of Environment.
Its main functions are:
• Writing, promotion and management of Plans of Management
for the “LICs”.
• Writing and management of Hunting Plans for game
preserves.
• Studies and reports of dossiers of the impact of
the environment.
• Works of support to the management of the biodiversity.
All the employees are university graduated.
e.- Support to the Management of Natural Spaces.
The works developed in the natural areas of the Community
are of very different kinds. The main works are:
• Coordination of the management of Natural Reserves.
• Adaptation of the admittance areas for public use,
etc.
• Design and construction of substructures for public
use, cattle, etc in these areas.
f.- Forestry nurseries.
The forestry nurseries constitute the only line of work with
comertial and bussiness purposes.
There are five forestry nurseries that produce nearly 1.5
millions of plants every year, with an aproximate value of
352.000 €.
g.- Forestry investigation.
The company disposes of modern installations used for the
investigation and control of the re-forestations and the damages
caused by different plagues and illnesses in our woodlands.
h.- Other works of support to the management.
In this area there are some employees with different technical
functions such as environmental education, hidrology, agriculture,
etc.
