The General Direction of Territorial and Environmental policy
has bees operating since 2001 in renewable energies promotion
and climate protection.
According the Regional Energy Plan the Region of Tuscany has
fixed its CO2 reduction target for 2010 in 10,000,000 Ton.
This target is more ambitious than what defined by the Kyoto
pro-tocol for the region of Tuscany.
The Council of Environment, with the co-operation of the General
Direction of Territorial and Environmental Policy has been
strongly promoting the energy efficiency and RES with specific
laws and Programmes focused on regional actions for sustainable
energy development.

USE OF AGRICULTURE AND FORESTRY BIOMASSES FOR CLIMATIZATION
GREENHOUSES AND OTHERS
After approving the Regional Energy Plan, Tuscany
has provided economic incentives that made possible to realize
several plants for direct heat production in the field of
greenhouse agri-culture, considering that this sector is strongly
energy dependent, as it has to use hydrocarbon sources (diesel
oil).
The Ministry of Agriculture and Forestry, with the Decree
Law 173/98, has decided the “Dispo-sitions for production
costs reduction and structural reinforcement of agricultural
concerns”, approving later on with the Decree Law 401/1999
the implementation rules of the decree law to provide incentives
for “the use of renewable energy sources by agricultural
production, trans-formation and trading companies”.
With further resolutions the Regional Board of Tuscany has
agreed to finance, through a proper selection, initiatives
of the above mentioned subjects that signed the “Voluntary
Territorial Agreements” mentioned in point 3.1.2 of
the Regional Energy Plan approved with the Regional Council
resolution 1/2000.
Tuscan Regional Board in the period 2002-2003 has provided
funds for the development of re-newable energies in agriculture
for a total of 1,629,000 Euro, of which 677.105 for the imple-mentation
of 9 biomass plants for greenhouse with a maximum support
of 40% of costs.

Measure 3.1 and 3.2 Target Zone 2 and Phasing Out
In year 2004 have been put in force public notices
that explicitly provide incentives for projects of biomass
based cogeneration and/or heat production power stations that
will serve urban heat-ing networks for public bodies and private
companies with the exception of those working in production,
transformation or trading of products listed in the Annex
I of EC Treaty.
Tuscany is therefore strongly committed to search all necessary
conditions to let all initiatives take off, the ones already
identified or the ones that will come out later on, to develop
the en-ergy use of biomass also in conformity with the Decree
Law 387/03.
VOLUNTARY SECTORIAL AGREEMENTS
USE OF LIGNEOUS BIOMASSES OF AGRICULTURE FORESTRY ORIGIN
Being aware that 70% of Tuscany’s woods are
specifically devoted to energy use, the energy policy of the
Regional Administration has taken into duly account this resource
and directed consequently the actions programmed in the Regional
Energy Plan.
Tuscany has therefore decided to use this resource promoting
the realization of plants for the exploitation of wooden materials,
available in big quantities in our region. Regional Administra-tion
has promoted meetings with local authorities, local Energy
Agencies, banks, trade and in-dustry associations and agreed
with them on the actions needed for the exploitation of ligneous
agricultural and forestry biomass for energy use.
In agreement with all subjects involved has been defined
and approved with the Regional Coun-cil resolution nr. 556
of 3/6/2003 a first “Voluntary Sectorial Agreement for
the exploitation of ligneous agricultural and forestry biomasses
fo energy use”.
In this first Agreement have been identified as beneficiaries
the agricultural concerns and any other subject able to recover
in its local area the quantity of wood or fuel necessary to
cover their plant’s thermal needs and that has presented
the project of their plant in conformity to the technical
characteristics provided by the Agreement.
A financing of 35% has been provided, calculated on extra
costs compared to plants that use traditional fuels.
37 biomass based plants has been implemented, wood and chip
stoves with a maximum power of 116KW.
So far an amount of 212,500 Euro has been provided, activating
further investments for 607,142.85 Euro.
The following results has been achieved:
ENVIRONMENT PROTECTION PLAN
In the framework of the Environment Protection Plan
2002-2003, more than 40 wood waste based plants, in conformity
with the Ministry Decree 2.5.98, have been financed. This
allowed the substitution of the existing thermal plants with
new plants, more efficient and in conformity with the provisions
of law, through the agreement for the exploitation of wooden
waste, with a financing of 749.394 Euro, that activated investments
for 2.497.980,00.
After this first positive experience, Tuscany is firmly aimed
to promote and support new re-searches and agreements.
