Expected results

o Direct outcomes

• Demostartion of the feasibility of forest biomass logistics and utilisation for heat generation in Navarra and Tuscany

• To make local actors (goverments, municipalities, forest land owners, forest companies, wood industries, asociations, ...) aware of the possibilities, benefitrs, technologies, methodilogies and economics of the utilisation of forest biomass as fuel.

• Transference of Nordic biomass know how to Navarre and Tuscany

• To make citizens aware of the biofuel heating potential and benefits in Spain and Italy.

• The annually available amount of the total biomass in the two regions under study, Navarre and Tuscany.

• Assessment of the difference methods to harvest and manage the forest biomass and the respective cost for each one. The most efficient methodology will be determined for each region. The main problems, that could be found, will be identified and the best solutions will be given.

• The technical and economical viability of the implementation of a central "stock office" for the management of small amount of woody residues will determined.

• The possibilities of optimisation the biofuel production methodologies will be analysed. Biofuel production and distribution costs in Navarra and Tuscany will be calculated. The methodologies and production costs for biofuels in Navarra, Tuscany and other northern European countries will be compared.

• Possible new biofuel distribution structures to be implemented in Navarra and Tuscany will be proposed.

• Heat cost prodiction for four cases (school, small industry, district heating and tourist resort) in Navarra and Tuscany will be calculated as function of the biofuel prices. These data will be compared with heat cost in other northern European countries. Also some guidelines for using the approach in other case sites will be provided.

• Assessment about present biofuel market situation in Navarra and Tuscany. Potential biofuel market development estimation in Navarra, Tuscany and southern EU contries.

• The results of the project will be presented to key actors (governments, industry associations, etc..) in Navarre and Tuscany. Proposed measures will be discussed with these key actors in order to introduce their valuable suggestions.

• Key actors from Slovenia will be made aware of the biofuel potential.

• Dissemination of results to the whole Mediterranean Area of the EU

o Potential impacts

• The creation of steady economical support policies and other political measures by the local governments (Navarra and Tuscany) to support the development of the biofuel heating local markets.

• The creation, in the regions under study, of organised collection and distribution paths for solid biofuels.

• To promote the use of biomass for heat generation in southern Europe. An increment in the actual rate of increase of wood energy of about one point to reach an averaged annual rate higher than 3% could be expected.

• The creation in Navarra of a biofuel residue "stock office" as an intermediate between small wood residues producers and biofuel manufactures

• Contribution to the creation of new and stable rural employment in the forestry land for the collection of forest residues in southern Europe.

• To contribute to gender equality with regard to rural employment through the mechanisation of forestry work for woody residues collection in southern Europe.

• To contribute to the reduction of carbon dioxide emissions (Kyoto protocol) in southern Europe.

• To contribute to the reduction of the risk of fires in the forest through the cleaning activities in the forest and the collection of woody residues generated.
