Work Programme
Overview
In the proposed project, the whole biofuel chain will be
analysed in two regions of southern Europe (Navarra in Spain
and Tuscany in Italy) where there is a important potential
for solids biofuels but where there is not a well established
biofuel market and the biofuel share for heating applications
is negligible. In each work package (WP1 to WP4),
a stage of the biofuel chain will be analysed, covering technical,
economical, legal and political issues (see
attached table, Work Programme).
WP1 refers to forest and wood industry residues
potential evaluation.
WP2 refers to forest residue harvesting, handling
and transportation of forest residues. WP3
refers to woody biomass (forest and other wood residues) upgrading
(drying chipping and pelletising) and wood fuels distribution/supply
to the final user.
WP4 refers to heating and cooling installations
using solid biofuels. The suitability and adaptation possibilities
of methodologies and technologies developed and used in other
European countries to the local conditions will be studied
in order to improve the economics and reliability of biofuel
applications.
In Finland and Sweden quite a many field experiments have
been carried out over the years, and the experiences from
these studies can be utilised when building up the experiments
in Navarre and Tuscany. Even though the Nordic results are
not applicable in Mediterranean countries as such, the experiences
show what kind of matters should be taken into account when
planning and carrying out the tests.
Meetings with key actors will be organised in each region,
Navarre (CENER) and Tuscany (ETA Florence) in order to discuss
the used methodology and results. Their feedback will be seriously
considered.
Using the information generated in the previous tasks, in
WP5, a market analysis will be carried out
by the local coordinator (CENER in Navarra and ETAFlorence
in Italy). The assessment will cover the already existing
market and its potential development. This task aims to identify
the market barriers and to come up with proposals to overcome
them. An evaluation of the market in other southern EU countries
(Spain, Italy, Greece and Portugal) will also be made. An
assessment of applicability and possibilities of duplication
of the results in other regions will be made and the critical
factors will be pointed out.
In WP6, the project results will be presented
to de decision-makers (national/regional/local governments,
forestry association and wood industry association) and will
be disseminate to citizens (consumers) in Italy and Spain,
as well as internationally, at EU level and in Accession Countries.
Common EU disemination activities are also included in WP7.
Finally, the WP8 include all the necessary
coordination activities, strategies and tools to assure the
consecution of the project workplan and objectives.
The duration of the project will be 26 months.
